UK-CCL'S PQMS UPLIFTING PRINCIPLE


The aim of UK-CCL is not only to enrich learning but also to preserve professional quality delivery management standards. As such, UK-CCL strives to adopt appropriate methods of learning to suit individual circumstances. While we pay homage to Darwin for his theory of evolution, we feel that parallel tribute could be paid to the Founder and Honorary Executive Governor Prof. Ralph J Thomas for his eminent visualisation of this vital vision, mission and theory, which he has been involved in, since 1989 to date. He has faced many hurdles, objections and he had overcome all of them, due to his sincere commitment, knowledge, qualification and experience, that no one refutes it. Prof. Ralph’s theory of understanding is “Professional Knowledge Qualifications for Career Evolution’- a revolution far from the old oratory. The old school of thought paradoxically predicted gloom on new concepts like Education for Career Evolution”.

The UK-CCL Initiator’s believe since 1989 is to assist every working person to gain a recognition of their life long working into a recognition certification. UK Commission for Consistent Learning (UK-CCL) which is a limited by guarantee as a Non-Profit Quasi Charity with the Incorporation No 05396290 in Great Britain. UK-CCL is in committed in Facilitating "Best Practices" and “Quality Assurance”. UK-CCL’s specific learning practise which is to be facilitated for any awarding bodies such as Universities or Professional Awarding Bodies.

FACILITATION REPRESENTATION


The Executive Council of Governors have passed a resolution in the year of 2010 at their special Governors Meeting in consultation with Executive Administrative Officials of UK-Commission for Consistent Learning (UK-CCL) and have come to a conclusion in stipulating the specific learning methodology which is to be facilitated for any awarding bodies such as Universities or Professional Awarding Bodies. This helped in creating the four modes of institutions in order to facilitate the acquisition of Academic or Professional Knowledge Qualifications.

UK-Commission for Consistent Learning (UK-CCL) will take charge of monitoring and supervising to maintain the Professional Quality Management Standards in delivering the appropriate progress along with the awarding body’s requirements. UK-CCL also will ensure that, awarding bodies will provide all the tools in related to Learning or Training Programmes and will assist or mentor to conduct the examinations or assessment in order to maintain high quality standard of qualifications.

Therefore, the following four methods are used for facilitation.

  • 1.Training Centre

  • 2. Training Academy

  • 3. Learning Centre

  • 4. Learning Academy


TRAINING CENTRES


All the Training Centres will be assessed and verified with the approval certification of the facilitation status. It is hereby sanctioned by the Executive Governing Board that all Training Centres will operate under direct supervision of respective country’s National Country Director. All the facilitators and academics must have cordial operational arrangements between each other’s operations. The UK-CCL Executive Management Board has permitted in having a number of Training Centres in any country in order to support the awarding institutions market awareness.


This is also to offer the opportunities to urban areas whereby many facilities may not be available and to take the international qualifications to the doorstep of every individual who desires to enhance their knowledge and career prospectus. All the Training Centres must have legitimate local government approval and must submit their application to UK-CCL to ascertain creditability to become the approved Training Centre and must have the full facilities and provisions to deliver learning or training programmes in their respective premises. All the examinations will be conducted and invigilated with the assistance of UK-CCL at all time. As a Training Centre, the premises must have a minimum of Two Lecture Rooms, one ICT Room with Library facilities, One Counselling Room, Dedicated Reception area with room to accommodate the Principal and Executive Administrator and Bursar, utility rooms separate for men and female along with disability facilities.


TRAINING ACADEMY


All the Training Academies will be assessed and verified with the approval certification of the facilitation status. It is hereby sanctioned by the Executive Governing Board that all Training Academies will operate under direct supervision of respective country’s National Country Director. All the facilitators and academics must have cordial operational arrangements between each other’s operations. The UK-CCL Executive Management Board has permitted in having a number of Training Academies in any country in order to support the awarding institutions market awareness.


All the Training Academies must have legitimate local government approval and must submit their application to UK-CCL to ascertain creditability to become the approved Training Academy and must have the full facilities and provisions to deliver learning or training programmes in their respective premises. All the examinations will be conducted and invigilated by with the assistance of UK-CCL at all time.


As a Training Academy, the premises must have minimum of Four Lecture Rooms, one ICT Room with Library facilities, One Counselling Room, Dedicated Reception area with room to accommodate the Principal and Executive Administrator and Bursar, utility rooms separate for men and female along with disability facilities.


LEARNING CENTRE

As a Learning Centre the premises must have minimum of Six Lecture Rooms, one ICT Room with Library facilities, One Counselling Room, Dedicated Reception area with room to accommodate the Principal and Executive Administrator and Bursar, utility rooms separate for men and female along with disability facilities.


LEARNING ACADEMY


All the Learning Academies will be assessed and verified with the approval certification of the facilitation status. It is hereby sanctioned by the Executive Governing Board that all the Learning Academies will operate under direct supervision of respective country’s National Country Director. All the facilitators and academics must have cordial operational arrangements between each other’s operations. The UK-CCL Executive Management Board has permitted in having a number of Learning Academies in any country in order to support the awarding institutions market awareness.


All the Learning Academies must have legitimate local government approval and must submit their application to UK-CCL to ascertain creditability to become the approved Learning Academy and must have the full facilities and provisions to deliver learning or training programmes in their respective premises. All the examinations will be conducted and invigilated by with the assistance of UK-CCL at all time.


As a Learning Academy, the premises must have minimum of eight or more Lecture Rooms, Two ICT Room, one Library Room with E facilities, One Counselling Room, Dedicated Reception area with two rooms to accommodate the Principal and Executive Administrator and Bursar, utility rooms separate for men and female along with disability facilities, Students Dining and recreation area.


MINIMUM GENERAL CLASS ROOM FACILITIES


The facility that is provided must ensure the best learning environment possible and necessary tools should be available at all times


  • The classroom should be an enclosed one (1)-room facility, sufficient to accommodate up to a minimum of Twenty (20) and maximum of thirty (30).

  • The facility should have sufficient climate control, lighting, and power outlets to accommodate the required number of computers and other equipment to be used.

  • The facility should have one (1) high-resolution PC projector capable of displaying a resolution of at least 1024 x 768 pixels and a projection screen.

  • There must be an area separate from the projection surface for the instructor to draw diagrams and write questions, lists, and notes for students to read.

  • A White Board with tutor’s lectern along with markers and erasers or screen cleaners must be made available to the tutor.

  • Chairs must be designed for long-term use (6-8 hours per day/5 days per week); preferably the chairs should beadjustable.

  • Facilities must provide access to classes and use of all training equipment and materials to students with disabilities.

  • Must ensure that students have exclusive use of classroom computers during classroom hours, and that these computers shall not be used for non-class work until the class is      finished.

  • Local IT staff members must be available to the tutor to help resolve any computer or network problems discovered during class, and to provide other assistance as necessary.

  • The facility must provide administrative support (which should include but not be limited to, directions to phones, restrooms, restaurants, minimal copying, a contact person      responsible for correcting problems such as overhead light bulbs, air conditioning, etc.) and local telephone access.


UK-CCL’S BUSINESS DIVISION


UK-CCL Executive Board of Governors and Trustees has a professional understanding with Professional Knowledge Alliance (PKA) of Great Britain has taken up the responsibility of managing entire Operation and Business Development of UK-CCL. UK-CCL’s Executive Board of Governors and Trustees has approved to form Independent Regional Representatives Offices in selected countries with their approval to form Local Country Private Limited Company to represent UK-CCL mission and Mission by permitting to UK-CCL name alongside with the approved Country name since year 2015. The Regional Offices will be permitted to open number of District Offices as they may seem necessary. To execute this nomination, the Regional Office must submit their written proposal to UK-CCL Executive Board of Governors and Trustees to gain the approval.


The official first office was established in Malaysia with the name of UKCCL Asia. This notion came forward because of their firm commitment towards in maintaining high quality services facilitated by UK-CCL in relation to their Assessment, Verification and Validation. The UKCCL Asia has established their operation office from 137,-1, Lorong Haruan 5/5, Oakland Commerce Square, 70300, Seremban, Negeri Sembilan, Malaysia and it is managed by the Chief Operating Officer (COO).


It is vital for everyone to know that UK-CCL’s Country Representative offices wishes to emphasise that every prospective candidate must follow the schedule procedures laid out by UK-CCL Assessment and Verification Scheme to earn their respective Professional Knowledge Qualifications. We jointly state here that UK-CCL does not approve unless and otherwise applicant has proved their worthiness to earn the respective said award. This procedure is implemented because UK-CCL has been elected by various Non-Governmental Awarding Institutions to assist them with high quality assessment and verification of their prospective matured working applicant to be taken on as the Blended Learning Applicant by giving appropriate Credit Units for their Previous Learning and Work Experience, which has given them to earn necessary Knowledge. This individual achievement should confirm and certify the necessary credits units what they have gained by this Knowledge Learning. This confirmation of credit units will lead the applicant to be transferred toward the respective qualification what they are aiming. This specific methodology is popularly known as CATS which is Credit Accumulated Transfer Scheme(CATS) as this another dedicated assessment and verification provided by PQMS policies.


This committed services has lead UK-CCL to conduct Graduation and Convocation Ceremonies along with Alumni Services. This has given the UK-CCL due to the fact of their Quality Management Standard provided by them could achieve the approval to hols this types of professional public events at a renowned educational institution known to be Imperial College, University of London and this was executed until 2007. Due the requirement of respective recipients wanted to hold in countries such as Sri Lanka, India, Dubai, Singapore, Malaysia and Thailand. UK-CCL’s PQMS gave them the opportunity to enter into special arrangements with Ede and Ravenscroft”, who are the official Robe Makers for the Royal Family of the UK, UK State Universities and Government Departments came forth with the special privilege to embellish a unique design for UK-CCL Awarding Institutions with Graduation Gowns and Colour Scheme. This was executed and directly supervised by Mr. Chris Bottley. UK-CCL is ever grateful for his professional Service and sincere support.
