Certificate of Skill / Ability

What is certificate of Skill/Ability and who will benefit from it?

To qualify under this the candidate should have more than three years work experience in the managerial capacity. The applicant must be over 25 years of age. The candidate should have good communication skills, must provide two referees to confirm his/her position and achievements; one should be the current employer and the other a nonrelative professional. If required the candidate must be able to attend an interview with a UK-CCL assessor in person or by phone. The candidate should forward a brief of acquired work experience in 2000 words authenticated by the respective department head, along with a detailed CV. A copy of the current organisation chart of his/her employer should be attached. Fees payable would be as stipulated. A non-refundable registration fee and evaluation certification fee will be applicable. The certificate of confirmation is awarded by appropriate professional bodies with whom UK-CCL have the affiliations.

Certificate Application Guidelines

In order to process any enquiry / request, UK-CCL will need the following documents: – A letter of request from the applicant stating the purpose of this endorsement, including full contact details. A letter of reference either from your current employer or from a qualified professional. Detailed CV with a brief profile of your achievements. A Certified photocopy of your Transcript(s) and Supporting Certificate(s) relating to academic, professional or vocational qualifications, which would be evaluated. A copy of a certified translation in English, (if applicable) an appropriate fee to be included for this service. Once the fee is paid, it is not refundable under any circumstance. (UK-CCL needs photocopies of the final qualification certificate/diploma, photocopies of the course record / transcript / mark-sheet. Please only send photocopies, which would be kept by UK-CCL. If you need the photocopies returned, please include a self-addressed envelope with the correct postage. The documents will be only kept for a period not more than 6 months) on receipt of the complete documentations and stipulated fees, UK-CCL would process your request. Upon successful evaluation and approval, UK-CCL would award the applicant with a Letter of Comparability and Certificate of Equivalency.

Cost of Professional Services

UK-CCL wishes to keep their cost to the minimum to make it affordable for the candidates originating from Commonwealth & Developing Countries. All payments must be made in UK Sterling Pound and the cost of the certificate of equivalency is £125.00 It is left to the discretion of the candidate as whether to proceed with the enquiry. Until and unless UK-CCL receives the complete supporting documents and payments, the application / enquiry will not be processed. Accreditation/Validation is an imperative symbol of authorisation for any institution or organisation to confirm the creditability of their professional services by way of quality acknowledgment. Globally, many institutions and organisations are seeking this professional knowledge endorsement to confirm the quality in the delivery of their said services to prospective customers. Endorsement of this nature will assist in improving productivity and sales. UK-CCL’s global canvass is etched with professional knowledge oriented independent assessment and validation providers with the purpose of providing independent and reliable certification towards institutional stability, reliability and services. Such accreditation/validation concepts definitely tremendously help elevate an institute’s or organisation’s professional image and status.

As providers of private Professional Learning and Training Institutions seek this type Professional Validation as not all institutions can facilitate every requirement that is deemed necessary in particular, by the government authorities. In this regard UK-CCL has designed a unique professional knowledge methodology in recognising and assisting organisations in obtaining recognition as legitimate facilitators of their respective profession. UK-CCL has come up with two different levels of accreditation/validation endorsement. This unique norm has been accepted by the General Awarding Bodies Internationally. The UK-CCL Executive Academic Board (EAB) determines the category that an institution is eligible for, as an accepted professional facilitators.

The categories are:

  • A. External Professional Centres (EPC)

  • B. Autonomous Management Centres (AMC)

Any Private Further Higher Educational Institution which wishes to promote non Class Room Learning Programmes must be certified as any one of the two categories. The organisations have to meet the criteria of UK-CCL. All applications would be gauged against one of the above categories based on the facilities and learning plan provided by the individual educational establishment concerned and its level of experience in the field of Further Higher Education or Professional Knowledge Training.

STATUS OF CENTRE VALIDATION

External Professional Centres (EPC) and Autonomous Management Centres (AMC)

Validation is an ongoing process. Validated institutions would be under constant assessment. The assessors may pay a surprise visit to evaluate the institution at any time during the year. On top of this Validation is a yearly exercise. Every institution must be assessed on a yearly basis. Validation is not a lifelong right and needs to be earned with periodical assessment. The first category of Validated Institutions, namely the External Professional Centres (EPC) and second category to be Autonomous Management Centres (AMC). These would be given the right to display the UK-CCL logo in their promotional material and websites. EPC or AMC however cannot use or display the UK-CCL PQMS 2005 logo. All applicants seeking validation must be legally registered entities permitted to facilitate Professional Knowledge Learning and Training with the appropriate level of professional facilitators. This is the First and Secondly Level of UK-CCL representation. Institutions or organisations should provide full information of their registration documentations, management and functional structure, aims, objectives and services delivered. The applicant must provide all the information, which is requested by UK-CCL to be considered in offering this level of membership. The Assessing Board has the full right to refuse the membership application, if they are not satisfied with the information supplied. UK-CCL will obtain references to confirm creditability. Any institution or organisation that wishes to upgrade their validated status may apply to the Executive Board of Assessors upon completion of the first year.

Upon successfully completing the first year of representation, the institution is permitted to request from the Executive Board of Governors and Trustees to use the Professional Quality Management Standard (PQMS) under the term and condition UK-CCL PQMS stipulation. This level is offered to Institutions who are facilitating Professional Knowledge Qualifications either by learning or training or management implementation in-house. These institutions must be legally registered entities authorised to offer their dedicated services in their respective countries.

UK-CCL PQMS

The Executive Board of Governors and Trustees have come about permitting any organisation who wishes to obtain the use the Professional Quality Management Standard (PQMS) may do so, by completing the PQMS application and furnishing all the information and supporting documentation with non-refundable application fees. Applicants must have adequate facilities along with management, administrative and training staff. The respective organizations and industries should also have their own Human Resource and Training Departments. The organisations must have their own Handbook and Category of services that they render to the public. They must adhere to the laws of the land including providing Health and Safety facilities.

This certification will enable organisations to give better creditability and give strength to their marketing materials and website or letterheads. They are permitted to publicize their certification and to apply for the UKCCL Joint Awards Scheme. Another additional benefit of this level of validation is that an internal person would be appointed as an internal assessor subject to approval of the Executive Board of Assessors (UK-CCL). The position is reviewed on a yearly basis to maintain a high quality standard of assessment. The internal assessor does not assess the institution as this would be a conflict of interest. The person will act as a liaison between UKCCL and the institution to help and assist in the validation process and as the primary contact for the institution.

FACILITY AND CRITERIA FOR VALIDATION

  • 1) Institutions seeking this validation must be able to demonstrate the following

  • 2) An ability to apply knowledge in real world scenarios.

  • 3) An ability to design, conduct experiments as well as analyse and interpret data.

  • 4) An ability to function on multi-disciplinary teams in Qualification or Vocational innovations.

  • 5) An ability to identify, formulate, and solve education & training problems.

  • 6) An understanding of professional and ethical responsibilities.

  • 7) An ability to communicate effectively.

  • 8) The broad understanding in the impact of engineering solutions in a global and social context.

  • 9) Recognition of the need for and an ability to engage in lifelong learning and training.

  • 10) A knowledge of contemporary issues.

  • 11) An ability to use the techniques, skills and state-of-the-art tools necessary.


The above mentioned criteria are skills or abilities which are not learned in the class-room or in any academic programme. These are skills which are learnt and sharpened by perception and experience. Having a panel of professional academics with a plethora of titles is not enough to gain this level of validation as UK-CCL vision and mission UK-CCL is to give prominence for Hands on Professional Knowledge Learning practical administrative and management capability. Institutions which meet the above criteria and the intangible skills required will be afforded the appropriate status.

Application Process for Validation

Any institution wishing to apply for the endorsement of UK-CCL, must make a written request by enclosing a nonrefundable Initial Application Processing Fee of £ 100.00 made payable to UK-CCL. Upon completion of the initial processing, the Institution would be notified of the date and time of the scheduled preliminary visitation. The preliminary visitation will be carried out by UK-CCL assessors. After the visitation, within 15 Working Days, the Assessor would report his findings and recommendations to the UK CCL Executive Academic Board (EAB). The EAB would then review and consider the status of the Application and would inform the appropriate institute as to the conditional offer/decision. This conditional offer/decision would be given within 5 Working Days of receipt of the report by the EAB. The Institution is given a further 10 Working Days to accept the conditional offer of the category offered. If no response is received within 5 Working Days from the time of offer, the conditional offer will be withdrawn. Thereafter if the institution wishes to pursue further, they have to make a fresh application with repayment of the Visitation Fee.

  • a) The Institution must have been legally registered establishment in their respective country and must able to provide a copy of the Certificate of Incorporation and their objective      of trading.

  • b) The full list of Partners/Directors and Management Executives of the establishment complete details of personal profile with their individual experiences (with copies of their      detailed CV) must be submitted.

  • c) List Management Staff with names, their respective areas of specialisation, Operational Management Chart and their CV must be on record and available for inspection.

  • d) There must be an administration office with a dedicated area for the head of the establishment.

  • e) There must be a Board Room facilities.

  • f) There must be a Public Utility area.

  • g) An area has to be dedicated for waiting/reception.

  • h) A current Prospectus with the learning, training and management plan must be available upon request.

  • i) Upon completion of the initial processing, a Preliminary Visitation & Registration Fee, non-refundable of £ 250.00 must be submitted.

  • j) On approval of status, an Initial Certification Fee of £ 480.00 must be forwarded as the representation is issued. This certification is valid for one year.

  • k) Candidates who wish to follows any learning or training must register with UK-CCL who will then direct to the appropriate awarding institutions to earn the      Professional Knowledge Qualifications or Memberships which may seem appropriate. Each candidate must pay a Registration Fee of £150 with Two Passport Size      Photographs.


Required Documentation and Facilities for Autonomous Management Centres (AMC)

This accreditation is purely concentrated for Business Organisations who wishes to utilise their in-house management operational procedures to be recognised and approved by an Independent Professional Awarding Institutions for qualifying their day to day activities to meet the Professional Quality Management Standards (PQMS). As this certification will enhance image and performance to International Management Standards as UK-CCL has their qualifying procedure of PQMS scheme. Secondly come up with own internal assessment scheme validate their staff performance to offer appropriate certification for career development. It is also made known that UK-CCL perform all their activities to the quality standards of ISO 9001:2008.

  • a) The Business Organisation must be legally registered in their respective country and must able to provide a copy of the Certificate of Incorporation and their objective of      trading.

  • b) The full list of Partners/Directors and Management Executives of the establishment complete details of personal profile with their individual experiences (with copies of their      detailed CV) must be submitted.

  • c) List Management Staff with names, their respective areas of specialisation, Operational Management Chart and their CV must be on record and available for inspection.

  • e) Principal and Policies of Human Resource Development and Career Enhancement

  • f) There must be a Board Room facilities.

  • g) There must be a Public Utility area.

  • i) A current profile of the company with managerial operational chart and operation procedure manuals.

  • j) Health and Safety manual, procedures and detail of the person who heads that section and knowledge.

  • k) Current Financial Status and Business Plan must be submitted.

  • l) Upon completion of the initial processing, a Preliminary Visitation & Registration Fee, non-refundable of £ 250.00 must be submitted.

  • m) On approval of status, an Initial Certification Fee of £ 600.00 must be forwarded as the representation is issued. This certification is valid for one year.

General Conditions

  • 1) An approved/validated institution will be issued with the appropriate Certificate of Affirmation which has to be conspicuously displayed in the public area.

  • 2) The institution must meet all local government requirements.

  • 3) The institution must provide for welfare arrangements especially on Disability Rights, Mental Stress etc.

  • 4) It is the institution’s responsibility to arrange for Regular/Quarterly/Routine Visits in order to maintain the UK-CCL standards. Failure to maintain would lead to      suspension/withdrawal of certification.

  • 5) Advice and support will be given to minimise the work involved in certification and keep it straightforward.

  • 6) Any information relating to awarding facilities from the nominated awarding institutions for the purposes of marketing or advertisements must have the prior approval.

  • 7) A full record with progress reports must be forwarded to UK-CCL on a quarterly basis. This is to ensure that each individual and managerial operations are monitored regularly.

  • 8) Methods of marking and assessment, guidance notes must maintained.

  • 9) Ways of sharing good practice, problems and solutions, ongoing monitoring, comment, an appraisal system and review to be carried out record to be kept for inspection.

  • 10) If the Institution has adopted its own internal system/set of standards by which its performance can be monitored and assessed and if these standards are compatible with the      standards of UK-CCL or other appropriate standards, there should be constant seeking of ways to further strengthen these standards.

  • 11) Facilitate, monitor and review the continuing competence of all staff on a regular basis; set time limits for responding in reviewing learning material; seek and encourage      feedback from, staff, learners and other customers; measure outcomes, and use those measurements to enhance current provisions.

  • 12) No advertising and promotional material should give a false, misleading, or exaggerated impression of the provider, its personnel, its provisions, the objectives and      outcomes of that provision or the ease with which they can be obtained.

  • 13) The Institution must adhere to any relevant legislation on consumer protection and fees should clearly state what services are covered.

  • 14) A dedicated person, competent to handles all enquiries from potential applicants promptly and sympathetically must be at hand.

  • 15) Any Institution seeking accreditation or re-accreditation must make available to the UK-CCL Governing Board any evidence in support of its application. This might include      samples of all publicity and other materials supplied such as records, internal quality control documents, samples of business development scripts and other evidence of the      feedback with additional official certificates and policies. UK-CCL will treat all information as confidential
